No-reference ringing & mosquito-noise detector

A small, self-contained Python script that finds ringing in a single frame without a reference image — it locates strong edges and scores the high-frequency ripple energy in the band just beside them, relative to calm regions far from edges. Given two consecutive frames, it also measures mosquito noise: how much more the near-edge band changes frame-to-frame than the calm regions do (the temporal-flicker signature), after subtracting the global change.
